In order to fully answer the question, several different ideas must be discussed. In the New Oxford American Dictionary, "cultural" is defined as anything of or relating to the ideas, customs, and social behavior of a society. Therefore, we can approach the answer by discussing employment, ethnicity, ages, political views and so on.
Why might this question be useful in a context report?
The question could be useful in your context report because it can show you how stable the community is as a whole. Stable as in if the society is one sided to a particular race or it is very well diversified. It can tell us whether people of certain types of age, ethnicity, and economic status influence certain financial situations in the community such as the schools.

After viewing the data, it is easy to see that the town of Westerly is mostly involved in Retail Trade and Professional Services. This information can possibly tell us that the town is made up of citizens who attended a institute of higher education and individuals who probably only graduated with a high school diploma. With these assumptions, we could say that there are some families dangerously close to the poverty line while others are considered "upper middle" class.
